fix(tooling): fetch-launcher Windows stable symlink picks MSVC Setup x64
...
MSVC and MinGW Setup .exe both matched 'setup.*.exe'; tightened the
include pattern to 'msvc-setup.*.exe' so exactly one candidate resolves.
